RECOMMENDATIONS made in Graham Garbutt's Cotswold Water Park report:
– GCC’s policies and procedures should be reviewed, taking into account the findings of the investigation. These procedures must be robust and any future challenges should be anticipated.
– GCC’s Audit Committee should monitor the progress and compliance with this process.
– Planning policies should be closely co-ordinated between local authorities involved in the Water Park, seeking to build a stronger framework of landscape design.
– Advice on rural development and regeneration should be taken from outside bodies.
– New governance arrangements should be carefully designed and balanced. A partnership board involving a range of different interested parties should be set up.
– Funding for the Cotswold Water Park Trust should be continued and reviewed after 12 months once the new arrangements are in place.
