A group of travellers have set up an encampment on the Beeches Road car park in Cirencester.
Around 12-15 caravans were seen arriving in the car park yesterday.
A spokesman for Cotswold District Council said: "This car park is not a camp site and is covered by a High Court injunction that makes it unlawful for travellers to set up an encampment.
"Council officers accompanied by the police will serve legal notices on the travellers today to begin the legal process of enforcing the High Court injunction.
"The notice will require the travellers to leave the site by 5pm tomorrow (Friday, July 31).
"If the travellers do not comply with this legal notice, the council will commence legal action in the High Court to enforce the injunction."
