Checkpoints will be set up throughout Gloucestershire in a bid to reduce unnecessary travel.
Police will be engaging with motorists to establish why they are travelling and explain the risks to public health.
They will ask road users to consider if they need to travel and encourage them to return home.
If they refuse to take the advice on board, enforcement will be used but only as a last resort.
