Like John Light I agree major decisions should be made by Parliament and it was with Parliamentary consent the 2016 Referendum was held and with Parliamentary consent Article 50 was triggered.
When David Cameron as PM raised the question over action in Syria this was voted down therefore the proposal for a Referendum to take place could have been voted down if members of Parliament opposed this, but it was voted through by a large cross party majority (544 to 53 - source Daily Express article 10/6/2015).
Any "blame" for the Referendum taking place rests with Parliament not an individual "scapegoat" as John Light suggests in his article "Why referendums are not the way to decide" May 9.
