Do blue badge holders have the right to drive along upper Cricklade Street during the cars/motorcycles prohibited hours of 9.30am and 4.30pm between Monday and Saturday?

The reason that I pose this question stems from an incident in Cricklade Street at 11.30am on Saturday, March 2, when an elderly gentleman in his car was revving his engine at pedestrians walking in front of his vehicle, presumably to get them to move out of his way.

When I approached him, he pointed at his Blue Badge and drove on.

Does the badge give motorists carte-blanche  to behave in this manner?
