Dog fouling and litter is unacceptable for beautiful town

DOG fouling and litter in Cirencester is unacceptable. On July 21, 2003, fines were introduced by the council for both offences enforced by non uniformed policemen and enforcement officers.
However I feel that it is also up to society to keep this beautiful town free of dog fouling and litter; questioning offenders should they witness the offence.
