ON THIS Budget Day, Cotswold District Council seem to be looking for ways of raising taxes, indirectly if need be. The present cafuffles over car parking fees do not involve me as I gave up driving some years ago. However, I would like to make a suggestion.
What about a tax on wheels? Not, of course, on cars and commercial vehicles, but just think of the number of wheels which roll over Cirencester’s roads and pavements every day – mobility scooters, shopping trolleys used by elderly ladies, bicycles, tricycles, push chairs, prams, roller skates and skate boards are all concerned. Even an annual tax of 10p per wheel would raise a not insignificant sum. Our Scottish neighbours have a saying something like this, ‘ Many a mickle maks a muckle’. Lots of little bits make large lumps. It seems to work for Tesco, so why not for the CDC?
