WE FEEL that the people of Tetbury should be aware that the long running fiasco of The Dolphins Hall continues and the matter is escalating very quickly at the expense of public knowledge.

There is an aura of secrecy and indecent haste in submitting new plans to CDC (16/04427/FUL) for a carbuncle of an extension to the existing hall that is not fit for purpose.

These were rejected by CDC as incorrect, environmentally and aesthetically unsuitable.

Revised plans that we have seen are due to be submitted but have ignored objections by residents, Historic England etc.

There is a total disregard for the visual sensitivity of the location that is in the sight of St Saviours Grade II* listed church and a valued conservation area.

In both sets of plans they propose building over a right of way that we have from our garden gate to the recreation ground.

We have made the Dolphins Hall Committee fully aware of our right of way many times and they have a copy of our Land Registry document showing the precise route and its validity.

However they have chosen to ignore it and the vice chairman has verbally disputed its existence despite the relevant documentation that proves it.

The Dolphins Hall Committee has a considerable amount of public money (in the region of £700,000) to spend.

Expertise is required to design and implement/project manage the construction of a hall that should be an asset to the users and residents of Tetbury who we feel are being misled.

The Dolphins Hall website has no information at all about the proposed plans and has not published its minutes since July 2016.

There has been no public consultation and the generally disingenuous and cavalier approach ignoring the need for openness and accountability is a scandal in the town.
