THE controversial Filands development proposals to build 180 homes in Malmesbury have undergone significant changes, following strong public opposition to original plans.

More than 50 people attended a special Malmesbury Town Council planning meeting last month to voice their concerns over the plans presented by Bloor Homes, having not had the plans publically exhibited previously.

The original plans for the development passed on appeal at the High Court last year after being repeatedly refused by Wiltshire Council.

A Bloor Homes spokesman said: “A number of residents expressed concerns about the through road to Webbs Way so we have agreed to install a bollard to prevent traffic using the route as a rat run.

“We have also made some changes to the layout of the development in response to concerns from neighbours about loss of privacy and overlooking.

"Homes in two parts of the site have been moved away from the boundary of existing properties, and we have altered the design of the block of apartments to ensure that neighbours’ privacy is protected.

“Parking will be at the rear of the apartments, the boundary with existing properties will be enhanced with planting, and the apartments themselves have been designed so that all the rooms face out towards the front of the building.

“With regards to concerns about flooding, we have devised a sustainable urban drainage system to mitigate flood risk and this has been agreed with the Environment Agency."

County councillor for Malmesbury, Simon Killane, welcomed the developer's changes to its plans, having previously called in the Filands application; a decision that was welcomed by many in Malmesbury.

He has been working with developers and residents to help provide both parties with the best solution to issues.

“I’m keen to say we have no choice,” he said. “It’s gone through the High Court, so let’s see what we can achieve.

“We’re working assertively with the council and the developer to get the best result for residents.

“A lot of things residents want aren’t an inconvenience to developers, so can be resolved easily.

“You’ll see some fantastic results from the talks that are far more in tune with growing population needs.

“I’m positive about what I’m seeing,” he said. “Bloor Homes have made concessions in all areas that will make residents happy.”

A decision on the planning application is due next month.
