Cirencester Town Council planning committee shows support for resubmitted Cirencester cinema plans

PLANS for a four-screen cinema in Cirencester have been resubmitted to Cotswold District Council and are being backed by the town council planning committee.

The two applications, asking for listed building consent and full planning permission, include a four-screen cinema, student accommodation, restaurants, cafes, shops, new public toilets and a refurbished public realm.

The plans for the Brewery Court cinema had already been approved by Cotswold District Council’s planning committee in November last year but after the application was legally challenged, developers were required to change certain features before resubmitting.

Resubmitted plans show changes to the courtyard area in front of the Niccol Centre.

Cirencester town council said they had no objection to the resubmitted application.

This hideous looking cinema and the student accommodation will add to the steady erosion of Cirencester as a town that was special. Every time the district and town councils put the commercial interests of developers ahead of the building heritage that Cirencester was famed for robs us of something unique.
Councils are now frightened to oppose developers and unwilling to listen to the views that would thwart these retrograde developments.

Who does this council represent, Wildmoor or the local community?

It would appear Wildmoor, without a shadow of a doubt, as I have yet to hear or read of anyone that thinks we need more student accommodation in the town centre.

WHY??? Cirencester's residents have already made it clear that they have major concerns about the significant size of the student accommodation element of these plans, and does this town really need yet more cafes and restaurants???

There are plenty of sites around Cirencester's fringes, where a new and much needed cinema, with perhaps much enhanced leisure provisions and facilities i.e. 10 pin bowling, Lazer Quest, etc.... could be built, which would surely be a bigger draw for Cirencester and all it's potential users.

This proposed development will:
- just take up space in the centre of Cirencester
- ensure that we lose valuable car parking spaces
- bring more students into the centre of town, creating yet more potential problems and friction
- create yet more competition for are already over supply of cafes (26 No. at last count)

Yes Cirencester needs to look at redevelopment and rejuvenation plans, but do these plans really make a fundamental improvement and difference to the town, and to the lives of its residents?? NO they don't!!!

I agree with all of the above comments.... CTC do not listen to the people who live here and pay their taxes... I for one will be leaving this town as the Aggie students will make it hell to carry on living here. I have had 8 years of their anti-social behaviour in my cul-de-sac and now they are going to ruin the town centre..... Why oh why is this happening????

Incidentally what happens if the cinema element of this development doesn't actually come off? It still isn't clear if a cinema operator has actually been signed up yet, and is committed to coming?

If not, does this mean that instead of a cinema, we will see yet more university student accommodation being provided??

Really not sure why the student accommodation can't be built up at the Uni, as clearly they have enough land available to do this, and surely it would offer much more benefits to be situated there, rather than in the town?

Just had my letter back from the council acknowledging my concerns.

Apparently they may or may not be voiced at any meeting that may or may not be held.

It depends how tricky Wildmoor executives find the questions, I suppose?!

It wont go to the planning committee it will be decided under delegated powers by the Officers.. Whenever CDC get anything controversial it gets nodded through behind closed doors....The planning function in CDC is dysfunctional and corrupt. Past evidence of failures supports this statement.

Change the Council and the next Election and get the planning function doing what it should do .
